The Building Code of Australia (BCA) is adopted in South Australia under Reg 4 of the Development Regulations 2008. It forms part of the National Construction Code (NCC) and contains the minimum necessary standards that a building must achieve in terms of its structural design, fire resistance, access and egress, services and equipment, as well as energy efficiency. The BCA is updated tri-annually and comes into effect on the 01 May of that year however the Building Certifier assesses an application according to the date of engagement by the applicant.
At the completion of their assessment the building certifier issues a Building Rules Consent to the relevant Council; a decision notice which endorses that the information received for a project meets the requirements of the BCA and its referenced Australian Standards. The Council then issue the final Development Approval allowing works to begin.
